voltage loss

OK here ya go boys.
60 volt system 8 amps draw. .625 cable I've got 57 volts on the imput cable. Plug it into the amp it drops to 52volts I can set up the levels fine, but as soon as I try to fuse a leg any leg it drops to 49 volts then starts cycling the power supply. No shorts on any legs! I started with the mod then the power pak - same thing! Then I changed the housing and all fittings. I'm leanin' twards a bad piece of cable, but why can't I see a short if it is bad cable?
Any Ideas?
