They weren't on strike. The contract expired on Aug 2nd, but they worked on the old one until Aug 9th when a agreement was reached between the IBEW,CWA, and Verizon. This was just for the Old Bell System areas, and not the old GTE units scattered around the country

Also in the news, Qwest reached an agreement with the CWA, and IBEW. This was also accomplished without a strike. This was reached Sunday, and there are not many details out at this time.
