Fiber Installation:Pull rating-Responsibility

Fiber Contractors and Fiber Installers: Question is: When you are hanging, constructing aeriel fiber "who is responsible for communicating the "pull rating?" EX: You are given a fiber reel to install, we all know the fiber pull rate is not on the reel, it is normally on the companys invoice that purchased it, should the company-owner-supervisor you are installing for be responsible to let you know the pull rate of that particular fiber reel ? We know that most of us use a 450 / 650 / breakaway, put that aside for a minute.
