when I did the last upgrade in 2000 there was plenty of fenced in ug rear easement aerial rear easement and roadside which was not accessable by truck because you cant shut down lanes or go on the sidewalk crash trucks and flaggers required for most poles but splicing was .32 plus many many extras back then. You could clean up on feeder runs and I AVERAGED 8k/ 4.5 day week. LOTS of fences there lots of MDU.
