I think you are going to find a bad circuit breaker at the controls behind the lower base or behind the seat. Have someone from the basket operate the switches, while you check voltage at your circuit breakers. Without the manual, you will have to check one at a time until you find the one with a big voltage drop when the upper switches are on. Hope this works for you.
