You have three parts in that system. The TV, The cable box, and the component wires.
Swap component wires to see if that's the problem. Swap the box to see if that's the problem. Try the box and wire on a different HDTV to see if the TV is the problem. Might also be interference from some outside source. If all else fails, turn off all other breakers in the home except the one powering your TV and cable box to see if the problem goes away.
