Only if accessing the tap will endanger the health or safety of the FSR in any REASONABLE way.
I am of the thought that all techs should be able to gaff, however, the reality of the situation is that simply isn't going to happen; so over the years, I've seen more and more of the "pole is too tall" type of bucket truck referrals.
In smaller, well maintained systems, the occasional request for a bucket isn't too much of a hassle because Mx techs have more "free time" in such systems.
In a fast growing or shoddy system, they are usually running around likes their hair is on fire and the last thing they want to see is a call from a installer.
