2000 Ford Econoline E350 won't kick into pass gea

My Ford Bucket van will not kick into the last gear. When you push the gas pedal a lot to give the van that passing gear the engines just whines out and the van actually slows down. I had the transmission rebuilt ( which I don't think it needed) and took the van to two different transmission shops. The first said they don't know what's doing it and the other said it wasn't the trans but something with the engine or exhaust. It runs fine around the city, but when I am on the freeway and what to pass a car or go up a incline, it won't kick into the rpm's needed and I have to let off and go slower. Anyone ever experience this?
