He was eluding to the point that blacks are singled out more often for being jacked up without reason or that they are put in the light more often. He was basically saying the Jones was being treated unfairly...of course we only get the sound bite with the words "what color was he" and not the whole thing....as usual. It allows people to take it out of context when you omit things.
