Not to bust your bubble but if he took baseband video/audio from the camera and used a modulator to modulate the video on the desired channel and inserted it into the cable with a splitter (backwards) it would be just another RF channel as long as the 6mhz bandwidth is open and there is not an analog or digital channel there.
It sounds to me like a satellite tech delving in the realm of RF without the experience to me. Other wise he would have an RF meter to check the channels and would know a little more about what he is doing.
