Oh, those are levels at the cable modem. The ideal levels at the tap depend on what type of dwellings they are supporting. Receives will be higher on a tap that is serving an MDU or a long drop than a tap that is serving a single dwelling that has a demarc 10' away from the pedestal.
In any case, the levels at the tap should be such that a modem can be supported under reasonable conditions. If you have to practically trash the video by putting it on the tap leg of a DC12 while putting the modem on the OUT leg, that's a messed up tap.
Here in Phoenix, many of the taps are running transmits above 45, which really sucks because its damn near impossible to keep your modem under a 50 while maintaining video. Back in Vegas, they had smoking HSI receive levels and the transmits were pretty low so you could use a DC12 tap leg for the modem and hit ideal levels, leaving plenty of signal for video. Then again, many of the taps had SA Return Amplifiers installed upstream of them. My hats off to the guys running plant in Vegas!
