Its MSO's way of controling the industry, by the ability to control the prime contractor through their ability to dictate the use of their personnal and their ability to control the price of contract labor\in house personnal. In my opinion it will take catastropic events such as more then one major hurricane or an earthquake of great maginitude. To change the MSO's strong hold on our industry. When push comes to shove and there is not enough people to go around, the prices will go back up to ensue the assistance of the old school.
