We have to look at the situation from different angles, I think if it is a genuine break- in of the company vehicle and a police report is made, the company should not charge the Tech. but on the other hand if he is careless and leaves the equipment at a customer's house or cannot account for the equipment he should take some responsibility for his carelessness. The company should not charge Tech. the price they charge a customer for the equipment but the price they actually pay for it, which we know is not a lot.
