shield = ground, you can have good voltage readings until you add a load. is there a ground at the amp location? bond the amp to the ground. otherwise it sounds like wet cable. do you see any roll-off? If a lightning strike burned thru the jacket and shield you should be able to find the damage with a CLI leak detector.
