I would like to correct you on something. Direct TV and Dish network have commercial sales and do offer programming to small systems. I have built several small systems and headends with PDI built headend equipment.
For the most part these have been housing developments with their own systems including HSD and VOIP. We simply set a prefab building installed the pre racked equipment and built the u/g joint trench plant with phone and power.
