Property owners always end up having the ultimate requirement of ensuring that anyone who performs work on their home is paid. The reason is, is that no work can be performed on the home without the owner's order to do so. The customer ordered the work and materials necessary to receive satellite/cable and so they have that obligation to ensure all subs are paid.
If I hire a general contractor to build me a home, it is my obligation to ensure that all their subs are paid. A smart homebuilder would require a "Release Of Lien" from all subs before paying the general contractor.
