DNSC Quality Control

I work for a DSNC contractor and see a lot of their installs and I would like to know why they seem to have lower standards than what they hold us to. I've seen some of the worst installs done by these guys. One recurring thing I see on their installs is they will put a ground block
close to the electric meter but won't hook up a ground wire. Here's a pic
of one of their jobs and why the heck do you leave something like this?
