The EQA part of the program is to eliminate a truck roll after install. I know it's a pain the A$$, but to many installers/techs leave a house with modem/mta/boxes out of spec.
If you were a customer and a installer or tech put in VoIP/HSD and then a week later it fails because the levels were out of spec you would be upset. They are trying to make the customer happy.
Unfortunately not every installer or tech (inhouse or contractor) does the job the right way. So they make everyone do the EQA and jump through hoops to ensure levels are correct and the customer is happy when a tech/installer leaves a house.
The thing is with real competition like the telcos, MSO's now more than every have to meet the customer needs. The customers perception is that when they turn on the tv they should get nice picture or pick up the phone they get a dial tone no matter who the provider is. If MSO's can't do that, they lose customers.
