It depends.
Some jobs REQUIRE that you grow in them and become more productive. UP OR OUT is not a bad company plan. If you don't learn your boss's job how will you be able to do it at your next company?
Some jobs REQUIRE that you show up. Floors can only be swept so well and once something is delivered it is there regardless of how well the driver did his job. These jobs follow the market and will always be there at the lowest pay grade until labor to do them becomes scarce.
Somplace in between there IS a national standard. Employers try to hire the best they can find for the least money while employees try to find the most compensation and develop their value to employers to get it. This changes by area.
Where it comes off the tracks is where you have over paid or underpaid people in situations above or below their abilities. Then someone has to change.
It takes care of itself.
