Interesting subject. They already exist. You need to contact a PA (proffessional attorney) that deals specificaly with copyright and intelectual property. A mapper under contract (not employee), regardless of whom they map for is the orginal author of the mapping info on the map. The base is public domain and maybe purchased thus validating copyright. It is however a copyright violation to copy, sell, or distribute a completed map without compensating the original author. Damages can be leveled up to treble. Copyright violation will grab the attention of the biggest boys out there. It is the most effective method of obtaining payment. Leans on projects are good, but not as fast. Collection efforts can me settled for pennies on the dollar and can take years. Some of you personaly know copyright law and learned it from my attorney under less than gracious terms.
When selecting an attorney go for a dual degree. Specialized degree in the area of practice ie, intelectual property or copyright and patents. And a degree in engineering or related fields. Do not grab an attorney out of the yellow pages that handles multiple areas of law. You want a PA (professional attorney, i.e. specialist). They will be upwards of $500-700 per hour, but you will have your check in 7-10 days. When fighting the many scumbags in this industry you must use your "heavy guns" first because there are far to many uneducated and unscrupulous mapping companies out here.
