It is state by state, but the majority is that: Electric, Gas, Water & Sewer are Utillities and that Phone and Cable are not. That cops here are pretty good though and allow acess with hit poles and the like, but if a homeowner says no..too acess any time of day or night, we need to contact a supervisor.
Don't forget Easements are different in every County-in every state in this country. So what might work in one system is different than another. One Easement might say acess is granted from road A and you are parked on road B, or opposite of that, so check with the MSO's construction office on where those Easements are.
