See what he is trying to do is get the noise out of the homes telephone wiring. By twisting the wire together and leaving them open like that, allows the telephone noise demons to get out. This make for a much more reliable and noise free telephone system. HAHAHAHAHAHAHAHAHAHAHA Hope you know I am kidding. I have seen some work like that in Atlanta when I used to install telephony with AT&T Broadband. Nothing like an idiot without a clue working on anything.
