I think the state can't go below a Federal requirement but can expand or modify a requirement at the state level, like minimum wage for example.
I can only speak for the way we operate and where we get the information from. I have to put my trust that businesses designed to support other businesses know and apply the labor laws better than I can, or have to time to even try. I do know that we have been audited by several companies ( factors) over the years and they have always commented favorably on our operations.
I think that several issues are being lumped into a very broad tag: charge back.
Simply because you are an employee based company doesn't mean you are left with no rights to properly and rationally run your business; partner with people who know and deal with a particular state's employment laws and practices on a routine basis to make sure you comply. That's how I see it.
