I do not doubt your post to be valid and as a rule, you've been one of the most professional and well informed posters on this site.
You'll notice the states I listed because those are the states we work; every state does have its own rules.
Additionally, EVERY state that we work in has an employer's association and we join each to seek compliance with THAT state's particular laws. In fact, some of our vending partners REFUSE to work in some of the states where we've had an opportunity to open shops, particularly in Cali.
Like I said, I do cable and I know that very well; payroll and HR.....i hire professionals and follow their advice. It's the best practice for us, your mileage may vary.
