yes you are right in what you wrote but about the marshalls but they have to contact and get the ok from local law being the county sherriff in va to come into the county. the high sherriff can tell them no but seeing that they would more than likely be coming in a good reason he doesnt and works with them.
how ever a common wealth state is governed much different than a regular state they do not have to follow or adhear to the federal laws that the fed passes they are a country unto themselves in most cases if you dont believe me come into a common wealth and try to tell a law officer what they do somewhere else not only that but you have a state contact a common wealth state and tellthem what they are going to do with someone that lives there in that state and they will more than likly tell them to kiss off they dont do it that way and dont care. but hey what do i know i live in a common wealth for some of these reasons but you have your thoughts on the matter
