You're citing just one of the powers given to Congress by the Constitution. What say you of all the other permissions given to Congress in that reference of yours? Is the power to raise armies or to coin money limited only to Washington DC?
The FCC and its predecessors was created in 1927 by the Radio Act of 1927. Prior to that, radio communications was under the control of the Department of Commerce, which was created by Congress under its Constitutional powers to regulate commerce between the several states. (mentioned in that same link you provided). The FCC is basically given its powers by Congress, which gets its power from the Constitution. Furthermore, since Amendment the 10th gives this power of commerce to the US government specifically, the orders of the FCC are binding upon the states. A legal challenge is the only thing that could overturn this Order.
