Don't know about Comcast but Time Warner is the same but I had to pay an extra $5.00 to pay over the phone...Online costs nothing extra...Guess which way I pay ...
As for logging on your account you should be able to retrieve you 'PIN' or 'Password' easily enough...Most sites just have you change the 'PIN' or 'Password' when you click the 'forgot my password' link...
Regardless it is B.S that one has to pay to talk to a real person to pay your bill...But maybe they just figure since the rep is doing what you could be doing that it justifies the charge??? Just a thought that actually makes sense to me...that is if the charge ONLY applies to folks with the internet service and NOT just TV service...
