I checked this on Snopes. It is true except for the fact that there were 35 who voted against it and 3 that didn't vote at all. Only 1 Republican voted against it. And to be clear it was a vote that the government did not have any obligation or law to make documents in any other language but english and any that were made was at the government's option to and not a law if they did.
