There have been (and still are) incidents of illeagle aliens and/or "undesireable" citizens who file bogus SSN#'s with not only the their employers, but the IRS.
Back in the late "80's - early 90's" knew of an individual back in California who was illeagle, worked for 4-years and filled taxes on a "dead man's" SSN (that I heard he bought) and recieved a refund each year that was even sent to his own address! His employeer did not care if the SSN was correct as many do not. It is scary to know that this kind of stuff slips through the system. It seems the only way to control the SSN# would be a photo/finger prints attached as no one will be wrongly be accused/targeted...but that is a whole different line item!!!
