Yes it should be a temporary answer, but the government has turned it into a long term revolving door for both the recipients and the administrators of that system as well.

Welfare, just like the justice system, is another industry that thrives on numbers. More people put through that system, the bigger allocation of tax $$$ to those that run them.

In every county of every state there are multiple social services offices, all staffed by persons paid with tax $$$. Think they are going to just give up those gov't. jobs that if they work for so many years the tax base just keeps paying them untill they die and then give benefits to their survivors ? Now thats the real welfare, those employed to administer that system.
Some years ago they came up with a new bunch of smoke and mirrors to sell to the general public which was "workfare" what a joke. Make it mandatory that the person receiving public assistance get training for a "career" (usually a job that made you minimal wage) but you are now able to work full time (33 hours per week) and if you could still not make ends meet, public assistance would "subsidize" your income in perpetuity (food stamps, medicaid, etc ) and the "welfare shuffle" would continue on as you would return on a regular basis to re-certify and the gov't employees get to keep their jobs at our expense.

If you keep handing somebody free food, they'll keep coming back for more free food.
And if the person handing out the free food gets paid to do so, does one really think they'll stop handing it out ?
Maybe when the person looking for free food realizes that there are no more people handing out free food, that person may actually learn how to hunt for it on their own, or starve. Either way problem is solved.
