the johnny ball or strain insulator is used keep electrolysis from deteriorating the anchor at the ground. As far as the #6 jumper this was used way back but has since been phased out and yes there was no point that I am aware of. most of the utilities in my region have gone to the insulator or johnny ball/stick in the past ten years. Actually had a unit price to install them in existing down guys for qwest.
