Problem with the 65/15 rate, as most of these people are sub's of the HSP, and the HSP only pays out on average of 85/20, the sub keeps 20 on the install, and 5 on the AO, thats on average $25 per job, take out all over head that the sub company has, he gets on average 12% profit at the end of the day, and thats only if the over head is very low, i have seen profit margins as low as 2%. It has to start at the top, the source has to pay more, for it to filter down to the contractors doing the labor.
