In all technicality, it could be the White descendent of one of the British settlers who took up residence in South Africa and then later came here.
I'm aware of a lawsuit where an award was given in a grammer school for the African American student with most improved grades that year. There was a white South African student who came to the US and he had better improvement in grades but was refused consideration because of his race, even though he had a closer kinship to Africa than any of the black students there.
