COX PHOENIX is so messed up that you end up on trouble calls trying to somehow get a tap with a 49 upstream to run a separate cable modem AND VOIP for a customer with digital video. You really ought to find out what kind of plant is in your market and if the cable co is pro-active about service or reactive about it.
