To me...it sounds like the Senator is lying...Stating he doesn't "remember" (very convenient) if their feet 'bumped', stating he had to spread his legs to drop his drawers (personally I think that would STOP the drawers from being dropped), that he is a "wide guy" (a crapper stall is fairly wide when considering the normal stance of a man) and that is why his feet was close enough to bump the person in the other stalll foot, and the most damning thing was that he reached down to remove a piece of paper that was stuck to his shoe (all in an airport restroom. Who would touch the filthy floor while IN the stall ON the pot?) all just sends up red flags to me...But I will say this is the first I have ever heard that feet touching or 'bumping' is a signal for a sexual proposition.
What it all boils down to is the Senator should have asked for his attorney from the get go...Cops are dicks no question when they set their minds you are without a doubt guilty of some infraction...even if it was an honest mistake...
I would say the deciding factor would be the gold ring (wedding band) because if this occurred in the stall to the right, and the senator was doing #2 that would have been awfully uncomfortable and unnatural to use his left hand to go under the right hand side and rub the bottom of the stall wall...Basically I did not know that bumping someones foot and/or using your hand to rub the bottom of a stall wall was illegal...
Just my worthless opinion on this nonsense...
