Theoretically that is not correct. In design, crosstalk is minimized by the distance between particular pairs.

Not that I have ever seen a difference. I have tinkered a working network using the Telco's cat 3 UG cable, spliced together in a ped between two houses at about 300 ft. Slow as hell but it worked.
