Send faxes to support huge new push to drive illegal aliens out of jobs
DEAR FRIENDS OF SENSIBLE IMMIGRATION POLICIES,
The illegal alien communities -- and the outlaw businesses that hire them -- are in a panic this weekend.
And they should be.
The panic has spread to your town or city -- all across America.
It is most important that all of us contribute to that panic and ensure that it continues. For it is that kind of panic that will eventually lead to millions of illegal foreign workers and dependents going back to their home countries.
Hundreds of thousands of illegal aliens could be driven out of their jobs over the next several months if the Bush Administration follows through on two promises made on Friday.
That in turn could result in a big increase in the exodus from the United States of settled illegal aliens. That exodus already is running around 200,000 a year. We reasonably could hope to see 500,000 to 700,000 illegal aliens leaving the country over the next 12 months because they no longer can get decent jobs.
And that level should increase over the next several years, with all of your communities enjoying the benefits of lower taxes, better public services and improved quality of life that would come with a significant decrease in your illegal population.

Most of Talk Radio and our allies against illegal immigration are rightfully skeptical of the motives of the Bush Administration in announcing all this new enforcement six and a half years after taking office.
More on that lower in this Alert.
But my key concern is that the entire NumbersUSA Action Network -- and all of your own networks -- are mobilized to ensure that the two Powerful Promises are kept ...
... and to provide a positive counterbalance to the incredible opposition that is being mounted right now in the business and illegal-alien communities.

You've Sent More Than 500,000 Faxes Since Our Amnesty Victory
I salute all of you who have not let summer vacations and post-crisis let-down slow your activism for more sensible immigration policies.
The media have made a big deal about the roughly 2 million faxes that you sent to Congress through NumbersUSA in the May and June fight that led to the defeat of the Senate amnesty bill on June 28.
But since June 29, you all have sent another 519,308 faxes to Congress and the Administration!
I have no doubt that your activism has been one of the inspirations for so many good amendments before Congress left town the first of August ...
... or that your continuing activism has helped convince the Bush Administration that it has to show some serious immigration enforcement for any number of political and policy reasons.
I feel certain that your continuing, unrelenting activism is a major reason why high Administration officials since June 28 have been listening to your NumbersUSA staff in discussions about how the Administration can increase enforcement without congressional action.
We are pleased, and quite a bit surprised, to see so many of our recommendations on the list announced Friday (although we will push hard for those of our recommendations that didn't make the list).
Many of you may have missed out on several of the actions we posted in July because they were posted based on interests checked on our survey.
Many of you have not taken the Interest Survey and, thus, don't see a lot of actions we make available.

Two Bush Promises Deserve and Need Your All-Out Support
The two key enforcement measures that must be implemented quickly and fully are these:
POWERFUL PROMISE NO. 1: An agressive "no-match letter" effort notifying larger employers about all their employees whose Social Security numbers do not currently match federal records.
Every business with 10 or more of the "no-match" employees would be pressured to move any illegal aliens out of their jobs.
This is not about new hires. It is policing a much larger population. It is about scrutinizing the entire workforce of people hired over the last decades by medium-to-large firms.
In the past, employers getting the no-match letters could throw them in the trash and let their "no-match" employees continue on the job without fear of reprisal from the government.
But Bush officials were emphatic Friday that any time a company is perused in the future by the feds, that company's failure to have fired illegal aliens identified by no-match letters will be strong evidence for heavy financial and even criminal penalties.
Most business analysts feel that threat will be enough to cause most businesses to start firing any workers identified as illegal aliens.
POWERFUL PROMISE NO. 2: A requirement that all companies doing business with the federal government participate in the electronic verification system -- now called E-VERIFY -- for all their new hires.
Our allies in Congress have been aggressively trying to get this added to virtually every bill that has gone through this summer. And they have had some success. They have wanted to mandate that at least companies getting taxpayer businesses should be required to avoid illegal foreign workers.
NumbersUSA's staff have been pushing our contacts inside the Administration for some time to go ahead and do this because it doesn't require congressional action.
Now the Administration is taking this great idea and running with it. We are very pleased.
Hundreds of thousands of companies doing business with the federal government will have to start using E-VERIFY (formerly known as Basic Pilot).
That is the system we have advocated for years to be mandatory for every new hire by every business and organization in America. Until Congress steps up to the plate and legislates mandatory verification, this Administration action forcing all federal contractors to use it is a mighty good interim step.
Within months, large sectors of the American economy will be off-limits for illegal foreign workers. A significant minority of them will find lower-paying jobs in the underground economy. But most will be faced with a decision about whether it is worth their continuing to remain in a United States that no longer provides enough rewards for breaking immigration laws.
What Is Bush Thinking?
We at NumbersUSA spent all day Friday answering questions from radio, TV and newspapers about what to think about the Bush Administration's announcements about a lot of new enforcement against illegal immigration.

Watching the press conference Friday was enough to convince us that the Bush Administration is hoping that all its new tough enforcement will cause businesses and illegal-alien advocates to fight much harder to push an amnesty through Congress, perhaps later this fall.
The editors of the Washington Post today said they believe that is what the Administration is doing. The Post saluted Pres. Bush for proposing a lot of enforcement that will make life more miserable for illegal aliens and businesses so that Congress will finally understand that mass legalization is necessary.
Our job will be (a) to ensure the enforcement really makes the outlaw businesses and foreign workers that miserable, and (b) to make sure that Congress can see that removing illegal workers from the workforce is a good thing that reduces public costs and moves more Americans into productive lives.
All of us must continually remind Congress -- and the media when they are willing to listen -- that we have 23 million "less-educated" American working-age adults who do NOT have a job.
Even if every one of the estimated 7 million foreign workers lost their job in the next year, there should be plenty of Americans from among those non-employed 23 million to take the places of the illegals and keep the economy humming.
Our belief has always been that once a cycle of firm enforcement begins, it will be clear that illegal immigration is not inevitable and that it indeed IS possible for a sovereign people to decide who should be in their country.
The Bush Administration is hoping for a very different outcome. Its officials on Friday repeatedly noted that because the Senate refused to pass the Comprehensive Amnesty, the Administration has no choice but finally begin enforcing the law and that that is going to cause a lot of companies to go out of business and be really tough on our economy.
It clear that the Administration hopes a few months of tough enforcement will convince people like you that we need massive new guestworker programs and legalization for the illegal aliens already here. Bush officials are hoping you will go for that deal because you will by then see that this Adminsitration can be trusted to carry out enforcement to ensure that we don't get over-run by new waves of illegal immigration.
The stakes are high. But we are more than willing to see the Administration start this gambit because we believe workplace enforcement can prove to be incredibly successful ...
... and because we believe small citizen armies like all of you will be able to protect the enforcement while barring any new efforts at an amnesty.
We have serious concerns about the Administration's announcements about streamlining current temporary foreign worker programs. We are watching this very closely and will mobilize opposition if these proposals show that they are threatening the ability of American workers to obtain and keep jobs at reasonable wages and working conditions.
All of these new opportunities are a wonderful result of having defeated the Bush/Kennedy amnesty bill in the Senate on June 28.
You didn't just stop a terrible thing but set in motion a lot of new possibilities, many of them constructive.
One of the reasons I see so much possibility, is that we are aware of many really dedicated officials inside the Department of Homeland Security who have been itching to enforce immigration laws for a long time.
While the enforcement interest in the White House may be suspect, it is sincere among many of the people who have been asked to carry out the President's new initiatives.
Your participation in faxing and phoning this next month will be most important in bolstering our friends in the Administration and protecting them from any ideas about retreating from enforcement once it starts to work.

ICE and Social Security Administration “No-Match” Letters
Every year, the Social Security Administration (SSA) informs thousands of employers via a “nomatch”
letter that certain employees’ names and corresponding Social Security numbers provided on Forms W-2 do not match SSA’s records.
Out of approximately 250 million wage reports the SSA
receives each year, as many as four percent belong to employees whose names and corresponding Social Security numbers do not match SSA’s records.
Through regulation, the Department of Homeland Security (DHS) is reiterating that employers remain accountable for the workers they hire and clarifying the steps employers should take to resolve mismatches identified in letters issued by SSA.
The DHS regulations provide guidance that will help employers comply with legal hiring requirements by outlining specific steps they should take under immigration law when they are notified that employees’ names or corresponding Social
Security numbers as provided on Forms W-2 do not match SSA records.
SSA is not changing its procedures for issuing employer no-match letters, and SSA guidance on how to correct Social Security records is unchanged.
However, no-match letters issued by the SSA for Tax Year 2006 will be accompanied by a letter from U.S. Immigration and Customs Enforcement (ICE) informing employers on how to respond to the employer no-match letter in a manner consistent with obligations under U.S. immigration laws.
There are many reasons for a mismatch between employer and SSA records, including transcription errors and name changes due to marriage that are not reported to SSA. Employers should not
assume that the mismatch is the result of any wrongdoing on the part of the employee. Moreover, an employer who takes action against an employee based on nothing more substantial than a mismatch letter may, in fact, violate the law.
The DHS regulations and the ICE letter describe with specificity what steps employers should take upon receipt of a no-match letter:
1) verifying within 30 days that the mismatch was not the result of a record-keeping error on the employer’s part;
2) requesting that the employee confirm the accuracy
of employment records;
3) asking the employee to resolve the issue with SSA;
4) if these steps lead to resolution of the problem, follow instructions on the no-match letter itself to correct information with SSA, and retain a record of the verification with SSA; and
5) where the information could not be corrected, complete a new I-9 form without using the questionable Social Security number and instead using documentation presented by the employee that conforms with the I-9 document identity requirements and includes a photograph and other biographic data. Employers unable to confirm employment through these procedures risk liability for violating the law by knowingly continuing to employ unauthorized persons.
