Let me give you a scenario! Large system being built. More than one "Prime" cause one can't handle it ! The collusion lies between the two! We'll both offer about the same rate. If one of my subs has a problem with what i have to offer or the way i run my biz don't hire him. Even if you need him don't hire him for at least 30 days. I will do the same for you. That way they can't jump back and forth to the highest bidder and will keep our payout at a minimum! Somehoiw that sounds like "collusion" to me! Maybe "you" call it something else!
