In regards to torture, how is the president responsible for the policy that resulted in the incidents mentioned? Well ,you be the judge. In 2003 the president stated in his state of the union address in regards to suspected terrorists that many had been arrested and " many others have met a different fate. let's put it this way. They are no longer a problem to the United States and our friends and our allies."
Now these statements and the revelations led to the McCain Amendment of which the president promised to veto but it passed with a super majority preventing him from doing just that. Now when he signed the bill he issued a statement indicating that he would not be bound by the new law.
To me it seems he understands the law quite well, that is the reason for the signing statement.
