I notice you are only sweeping to 450 MHz. I'd like to see what the response is at 550 MHz. If you are trying to balance a 550 amp at 450, that in itself may cause you problems by over equalizing the LE, especially if you are using 450 MHz EQs.
These LEs had a problem with the CTF thermals on the input; not only did they over compensate for temperature change, they had a terrible humped response at one end of their range. ( I can't remember whether if it was at the cold or hot end, but they could be as bad as 3 dB from flat.)
If these LEs have the variable gain/slope controls; improper settings can raise hell with the response also.
Without a RC board, your only weapon to control P/V is proper set up and equalization. There are numerous used parts vendors which sell these boards; contact me for their info.
