The $500.00 hold should not be a surprise. The reason for it and the time of the hold should be in your contract. I worked for one CATV contractor who held about a thousand for a few months and returned it..without interest after the ninty day hold had past. I would start with a reread of your contract and then a letter of invoice noting the amount they owe you.
If they just kept $500.00 go to your local small claims court and just ask at the counter how to start. Every state is different.
