If you hire a sub you are not responsible if the level of work is reduced during times that you don't need them. As a contractor you can go elsewhere anytime you need to.
If the MSO hires in house and the work lasts long enough to allow the employees to become permanent employees, then when the work that they do become lean the they have to lay-off which really screws up the benefit programs and a lot of other stuff.
It's like you hiring a guy to replace your roof and having to keep him busy until the roof goes bad again. The roofer can keep busy doing more roofs until your roof goes bad again and you be glad to let him do it then. It actually costs the MSO about the same to have you in house as it would to be with the contractor. There are capital expenses that the MSO doesn't have to make and end up stuck with in the lean times that the contractor could put to use anywhere. For those willing to have that life, and many do enjoy the ability to travel this country, it is a great country, it's a good life if you work it deliberately
