Try a company that does remounts of older booms.
Nesco sales out of bluffton IN did a remount of an A28C for me about 9 years ago and was able to provide a manual for me.
Maybe they could copy one for you, for a fee of course.

If you google "bucket trucks" it will give you some other companies that sell refurbished buckets, maybe one of them could also help.
