No amount of background checking will prevent anyone from doing anything, but if it shows up that someone has a propencity for an act then why wouldn't the MSO chose to try and protect themselves. And yes you're representing the MSO albeit through another player should be at the MSO's beheist. And for those of you that cry about the primes rates the primes rates are fixed by his contract with the MSO. Being a prime Contractor only means that the MSO has chosen one player to run the labor and operations protions of a project. Often the entire budget is allotted to them before hand and they must work within those parameters, until the next budget is set. If you as a sub prime have all of your ducks in order and can take over certain parameters of your own operation and can prove to the Prime that you can save him money or even make him money you might be able to persude a larger slice for yourself. Study your own operations and see how much of a burden you are to your prime. Look at every copy you make on his copier, every fax you send from his equipment. The materiels you get from his wearhouse. If you can reduce his cost of service to him in most cases he will be will to give you a little more.
