Impulse Noise

Has anyone seen EI ( Electrical Interference) that can not be filtered out. I've got a run that obviously has some power company issues, but looking at a drop hooked directly to my SDA5000 I see impulse that goes off the screen. I can put a 5-40 filter between my lead and the drop and can still see a lot of noise getting through. I can install 7 filters in cascade and still see noise. All I can figure is that it is riding on the shield but it's freaking me out.
