It's the government. Do what you can to procure the contract and do it smartly, as government contracts always pay off in spades (if you're bright enough to apply the reference). Make sure the contract itself and all payments are in your name and not your partners, if any at all. Seek out dish distributors willing to provide you with a cut of the receipts, as that is where the money will be made. The higher your capital input the higher your cut should become.

And if you can't find willing distributors in your area check other states.
