No they were not, they liked them without liscense so they could pay them less. Back then they only needed the Boss to drive the truck and the MEN to climb the poles. I've said it before and I'll say it again,(since I AM ONE) I never met a lineman yet worth a damn that didnt smoke or drink. Its a hard life, not for everybody,you have to be cut from a special cloth to fit in and thats the way WE LIKE IT!
