An additional step would be to list a police investigators' telephone number, e-mail and postal mail address on the post.

WHY??
Everybody the slow payer has hurt would have a common point to collect the claims. The judge would see many charges rather than your 1 charge.
Second, it is easier to serve a person in court or jail than have to hunt them down.
Like the piranhas fish, everybody takes a small bite.
