Is It an aerial or underground amp? Underground amps are easier to balance because you can use more or less dirt. I always have a hard time with the aerial ones as they tend to fall off the strand in high winds.
First find the end that is heaviest and use a low pad then on the lighter end you can use the lager value pads until both ends are the same. With some practice you'll get the hang of it.
