Don't know who or the price , I guess anythings possible if the duct was improperly placed , sounds more like a cable electrolsis problem than fiber . If the right duct is installed and proper maintenced preformed you seldom have a repair . I've done a few island interlinks , guess there is hacks in every part of our industry.
I'd rather live my life believeing there is God and die to find out their isn't . Than to live my life as if their wasn't God and die to find out there is ! WHITFIELD
